Are they reconstructing? Or do we see Tony Robinson from Time Team? Maybe it's an excavation?

Tass would whisper to Thanis "They don't look dangerous, but who are those robed guys and how do we get a closer look?". He tries to spot a path closer that would allow for the most cover.....
Does this mean that Tass tries to sneak in? Thus far I have him just spotting a path... but not yet trying to take it.

Correct... Tass may be impulsive but he does at least try to look before he leaps.

There are numerous stacks of lumber, masonry stones, and building materials about the site, so... Tass thinks to himself, if one timed it just perfectly, it's plausible that a clever Hobbet could nip here and scoot there and sidle in through the main entrance unseen. Anyone's guess who might be right inside though.
Let's assume this implies he has spotted a plausible course through the site. Success (or otherwise) would be diced for... a classic case of thief sneakiness; with DD's classic 4 in 6 chances of success.

p.s. Could you please add Tass's "agile" key word to your sig... (saves me from going back to look them up each time I need to remember)

Tass would sneak down for closer look. Those Robed guys must being going somewhere inside the building and chances are that's where we need to go also.

The "AGILE" description should go just after the character name. Preferably bold and italics, I believe...

Thanis makes his way carefully to an upload vantage where he lays low, some 50 or so yards from the build site. With the morning mists beginning to clear, he has good vision across most of the build site. While there is lumber, pitch, tar and other building supplies about, the most part of it is wet with the overnight rain, or standing in mud and water. There's not much that seems ready to burst into flames. For now he focusses on Tass' progress...

The little varlet picks his moment artfully, and just as a group of builders pass he ducks out to follow in their shadow for a moment, before nipping behind a pile of lumber, then hops from pile to pile, unnoticed as he navigates a route through the stores and to the cathedral wall-side. Once there, he weaves his way beneath the timber scaffolding that flanks the outer-wall, where men are beginning their days work above, and trots right up to the side entrance, bold as you like. Then vanishes from Thanis' sight as he ducks inside...
Place holder for Tass' thiefy dice...

Tass

It takes but a moment for Tass' eyes to adjust to the relative dimness inside, wherein he sees the cathedral narthex in apparently sound condition. It is roughly 60ft deep and 30ft broad, with the entry at one of the long ends. To his left is the front outer wall of the cathedral. To his right, there is a decorative interior wall with a broad opening into the main body of the cathedral.

However, immediately (20ft) in front of him are a handful of men hunched over a huge table littered with scrolls and papers, and muttering some discussion between them. The site engineer and his team, Tass immediately surmises.
New area with new monsters ⇒ new theify dice.

Result: Tass remains unseen/undetected as yet.
What now?

Tass quickly looks for cover, with the hope of being able to overhear the group and get a sense of what is going on. But if it is not possible to find a hiding place inside he quickly leaves.

Tass is already hidden in shadow just inside the entrance. There's no need to try for a new hiding place unless, for example, Tass wants to sneak through the entry into the main cathedral, or to get substantially closer in order to (then) pick the engineer's pocket while they deliberate, or go under the table to (then) tie their boot laces together... that kind of thing.
